SPOTSLYVANIA RESURFACING PROJECT MOVES FORWARD

Original estimates, including engineering, for resurfacing Spotsylvania was $585,000.  Based upon those estimates the village received an Illinois Department of Economic Development and Commerce (DCEO) grant award in the amount of $515,000.  The village also received a grant from the Illinois Department of Transportation (IDOT) for $424,400 for the federal funding year 2025-26 (beginning October 1, 2025). 

Current estimated construction and engineering cost is around $1,140,000.  The village completed a complicated and time consumer process of moving the IDOT funding year time frame forward one year to begin in October 2024 and combining the two grants to provide a total of $939,400.  Furthermore, the village has an offer from First National Bank of Waterloo to provide a $200,000 working capital loan to be collateralized by Tax Anticipation Warrants.  The loan proceeds can be used, if other funds are not available, to pay the shortfall in funding of the project.  The loan can be repaid with future Motor Fuel Tax allocations from the state of Illinois.

The resurfacing project will be on August 2, 2024, state IDOT bid letting (project number 059-97844).  Actual construction should begin in October 2024.  Many paving contractors now produce their own asphalt and paving projects have been completed as late as the middle of December.  Paving on this project will only take 2-3 days. Paving can be done on days when the temperature is rising and starts at over 45 degrees.  The average temperature in October is a low of 46 degrees and a high of 71 degrees.
